• Review with a local community and state officials the response procedures and outcomes to a specific chemical accident, affecting that community;

• Develop potential recommendations and lessons learned to more effectively respond to an accidental release in the future; 
• Build cooperation among local, state, and federal government agencies.

Authority

While the Emergency Response Review Program (ERRP) is not a compliance or regulatory program, EPA does have legal authorities for gathering information concerning a release or threatened release of a hazardous substance. This primary authority for EPA and its designated representatives to gather this information is contained in CERCLA section 104(e).

The reviews are intended to be non-confrontational and positive, so that information on safety practices, techniques, and lessons learned can be identified and shared between EPA and the state / local response officials.
